Sovereign AI, more fragmented
but also larger AI ecosystem
As AI becomes more important to economic competitiveness and national security,
countries are increasingly focused on securing reliable access to the technology and
infrastructure that underpin it. That is driving demand for data centers,
semiconductors, networking, power, cloud computing, and platforms that enable AI
to be deployed locally. Directionally, this points to more government-backed
investment in the infrastructure needed to develop and run AI, adding another layer
of support to our Asian capex super-cycle macro thesis.
Sovereign AI is about maintaining meaningful control over the technologies and
resources a country depends on, rather than producing everything domestically.
Governments increasingly view these capabilities as strategic infrastructure, much
like energy or telecommunications. As a result, AI policy is being shaped not just by
economics, but also by security, resilience, and concerns about dependence on
foreign technologies and legal jurisdictions.
The result is likely to be a more fragmented, but also larger, global AI
ecosystem. The US and China are developing increasingly distinct technology
systems, Europe is seeking greater autonomy in areas such as chips, cloud, and
compute, and ASEAN countries are generally pairing domestic infrastructure with
trusted foreign partnerships. Building greater national and regional resilience will
inevitably create some duplication, including more local data centers, backup
capacity, power generation and transmission, cloud and networking infrastructure,
and, in some cases, parallel technology stacks. In short, the push for greater control
over AI may make the global system less integrated, but it is also likely to increase
the infrastructure required to support it.
