PB Fin: Wake me up when the regulations (finally) come...

In a further extension of timelines, media reports indicate the draft insurance commission

regulations will likely come in late Aug-26 (a second delay, link). What we also pick up is

that the draft may only have directional views, with the following consultations shaping

quantifiable impact. More limbo, less clarity - contrary to our earlier view that a clearing

event is nigh. We believe PB Fin will remain range-bound till this resolves, overshadowing

growth and better profitability. Insurers also remain under a (smaller) cloud till clarity

emerges. We think the risk-reward is favorable for life insurer stocks at these valuations.

Longer-term investors can look at PB Fin for now (rest should wait for clarity). We share

some thoughts.

1. Regulation has eaten the sector, rightly so: The regulator has tried to prioritize

customers over shareholders - higher surrender value, affordability over insurer margins

(GST cuts), commission cuts (customers win but hurts industry). The taxman has prioritized

itself - cut sops for high-ticket insurance sales, hurting growth. The argument from

investors is ‘it is endless’ and they are right. The lop-sided design of the products/how they

are sold means it is hard to call an end to the barrage of such measures. This makes the

sector difficult to own as a core holding. People trade based on near-term dynamics, as is

the case right now.

2. The commission cut delay & what it means? The delay in draft regulations reflects

the conflicting industry voices (lobbying), and the delicate balance needed. The long-drawn

process should mean a measured approach, but a comprehensive re-look at the distribution

economics. Recent comments indicate the focus has widened from health plans to a

broader revamp of distribution economics, with an evaluation of forced-bundling/effortbased commissions across products. We think risk-cover products (term and health plans)

need higher effort vs. investment-cum-risk plans, supporting our view that harsh cuts in risk

cover products are less likely.
