Marketplace (HIX) regained the status it has achieved a number of quarters before as

the primary purveyor of quarterly earnings pressure for MOH. MOH indicated retained

membership skewed toward higher-cost populations, including members utilizing

high-cost drug therapies, resulting in medical costs that were not fully offset by

corresponding risk-adjustment revenue and 2026 premium pricing actions. The

company now expects a full-year Marketplace loss of approximately ($0.75) per share

versus prior expectations for roughly a $0.75 profit and reiterated plans to further

reduce Marketplace exposure and footprint in 2027. The HIX business has represented a

source of recurring earnings unpredictability for MOH for a sustained period of time.

We view 2Q26 results as broadly consistent with our managed care thesis, with

additional evidence of improving Medicare Advantage underwriting fundamentals

alongside still pressured Medicaid performance with segment margins declining y/y

from 2Q25. At the same time, recent provider tax reforms (link), SDP reforms (link), and

other Medicaid financing proposals appear directionally aimed at limiting state

Medicaid financing flexibility through the remainder of the decade. While MOH remains

confident in achieving its targeted Medicaid margin recovery, we view the evolving

policy backdrop as a larger headwind to achieving and sustaining a 2.5% or above

Medicaid margin than the company acknowledged on the 2Q26 EPS call.
