annual reviews that keeps the agreement's future in perpetual negotiation. On

July 2, 2026, the United States formally declined to extend the USMCA for its full

sixteen-year term, as originally contemplated under the treaty's review

mechanism. Instead, USTR announced it would pursue a model of annual reviews,

effectively converting what was designed as a periodic checkpoint into a recurring

renegotiation cycle. This decision marks a significant departure from the spirit of

the 2020 agreement and introduces a new layer of structural uncertainty into
