markets.

•• No detail on cabinet positions until leadership process has ended. Burnham did not

announce who his chancellor would be and explicitly said he would not announce any

cabinet positions until the process for appointing the new leader was completed. This likely

means another three weeks of speculation and plenty of scope for the front-runner/decision

to change.

•• Outlined key policy pillars, but still light on details.

°° Regional devolution: Burnham confirmed a Number 10 North that would be a parallel site

to Westminster and be charged with trying to boost regional growth. He promised to

rebalance resources between local and national government (more funding going to

mayors and councils presumably) and a Basic Law, with all government departments

mandated to support local agencies with resources and staffing.

°° A new 'three Rs': Burnham pledged to (i) reform utilities (water, housing, energy,

transport) and bring down costs (ii) reindustrialise regions and (iii) regenerate.
