implementation on 1 Aug 2026, online lenders expect more small platforms will exit

the market, especially those charging total APR >24% via other add-on fees. Similar

to 4Q25 when New Loan Facilitation Rule became effective, asset quality could see

a negative hit considering the potential spillover risks, given existing borrowers

could fail to re-finance. That said, the impact should be milder vs. 4Q25, with

market scale of online lending already having shrunk notably. Funding partners

remained cautious to deploy capital with the regulatory uncertainty, which could

drive up funding costs in 2-3Q26.

Measures for Administration of financial products online marketing — which will

be effective on 30 Sep 2026. While details on execution of the rule are not clarified

which could pose uncertainty, online lenders currently do not expect material

impact to their loan volume, given they could take up new loans under their micro-

lending licenses. QFIN notes existing loan volume that directed to non-financial

institutions is immaterial, while FINV acknowledges the potential negative impact

on client conversion if the execution is more stringent vs. expected.
