Procedures—while also introducing targeted flexibility through country-specific
escape clauses for defence and energy spending.
n The key question is whether the looser national fiscal stance will evolve into
deeper EU-level coordination. We see the 2028–34 EU budget as the main
potential catalyst for this. Discussions have entered the interinstitutional phase
following the Commission’s proposal, but the European Council’s 18–19 June
exchange delivered little substantive progress, with member states still divided
on budget size and the approval timeline.
n The Commission’s proposed EUR 2tn budget contains two important innovations.
First, it consolidates cohesion and agricultural funding into National and Regional
Partnership Plans, aiming to improve consistency and performance incentives.
Second, it introduces three debt-financed facilities—Catalyst Europe, support
for Ukraine, and a new crisis mechanism—which could allow up to EUR 650bn of
additional EU debt issuance, building on the NGEU/Recovery Fund precedent.
n Negotiations remain highly uncertain, with a final compromise unlikely before
2027H2. Political resistance to higher member-state contributions could dilute
