In this primer we explain the basics of Bank of England (BoE) watching. We cover the Macro
BoE’s mandate, frameworks to assess policy stance, policy instruments, voting rules and United Kingdom
membership, the communication toolkit, market pricing and the balance sheet.

The BoE’s primary mandate
The BoE’s statutory mandate requires it to maintain price stability. The primary Bank of England: Overview 2
objective is to target 2% consumer price inflation rate. Subject to achieving this primary Frameworks to assess policy setting 3
goal, the Bank is mandated to support broader objectives, including strong, sustainable Policy instruments 4
growth and employment. The inflation target is symmetric, and it applies at all times. Voting rules and membership structure 5
MPC’s inflation targeting is flexible - monetary policy should look at both deviations of Communication toolkit 6
inflation from target and volatility of output in the short run. There are many tools and Inferring Bank Rate expectations 8
measures the BoE looks at to try and gauge whether its policy setting is appropriate. We BoE balance sheet: basics and reporting 10
