to attract investors. We continue to view the state’s net importer status as a key constraint.

Separately, hallway chatter framed PJM governance reform bringing at least improved

representation and greater transparency alongside ongoing discussion around large load

growth.

• Affordability top of mind: pressure seen in deregulated states. DC: relative to prior

discussions, we tracked a significant uptick in affordability concerns across the District

post recent bill spikes and PJM’s supply pressures. Given the jurisdiction’s full importer

status and distribution’s minority share of the utility bill, admittedly DC possesses

comparatively fewer levers to tame pressures. PA: while affordability remains a pressure

point in the state, we leave again confident in the Commission’s independence.

• All stakeholders highlight data center developers need to meaningfully improve

development ground game in community engagement. Conversations across the

board emphasized the responsibility of data center customers to engage with

communities early on, not only to communicate community benefits but also disprove

misperceptions.
