Vietnam, and Indonesia—rather than a standalone refinery deal. From a supply standpoint, SRC’s
refined products are mainly for Singapore and Malaysia, while other regions are primarily import
sales, limiting additional supply risk. Cambodia is excluded from the acquisition, and Vietnam
is limited to lubricants, avoiding the uptake of idiosyncratic businesses. The backdrop is the oil
major’ trend toward downsizing downstream and emphasizing upstream. Through this acquisition,
ENEOS aims to obtain supply and sales networks and increase volumes subject to existing trading,
which is the main objective. Beyond SRC refining, the model accumulates margins of several tens
of cents per barrel by moving petroleum to import-dependent regions such as Australia, exploiting
time, location, and price differentials. Strategically, rather than upgrading trading capabilities per
se, the positioning is to thicken the earnings base by increasing volumes via asset backing, with a
strong emphasis on reinforcing a previously weak trading domain.
Quality and risks of the Chevron-acquired assets: Australia is structurally challenging with
continued losses; refinery earnings are market-dependent with low stability. Among the target
assets, Australia has posted losses for the past three years, primarily due to a harsh retail market
environment. Chevron pursued cost reductions and rebranding, but fundamental improvement was
difficult; ENEOS likewise assumes earnings recovery only as an extension of existing improvements
