exception. This creates a clear duty for brokers to properly vet carrier safety. It increases

litigation risk and likely raises insurance and vetting costs for the brokerage model while

driving activity to compliant asset carriers at the expense of non-compliant ones.

■Broker shares traded down, but net effect is not 100% clear; this is a space to actively

watch in our view. CHRW, LSTR, RXO traded down on the news as markets priced in first

order effects of heightened claims frequency and potential impacts on self-retention levels

and premiums which could be significant headwinds all equal. Our checks indicate that
