Estimating Visible Supply: Municipal Strategy

Please join members of the Barclays Research Municipal Strategy and US Policy teams for a

discussion of our muni outlook for 2H26. We will examine key market trends, investment

opportunities and supply-demand dynamics. We will also discuss potential policy

developments and the implications of the upcoming midterm elections for munis.

Introduction

Supply has been on many investors’ minds this year, with issuance in the first half of the year

totaling close to $300bn and close to $600bn expected. The supply outlook clearly is becoming

more of a focus for investors. Paradoxically, as this becomes more important, it is growing more

difficult to track. A variety of different vendors and data providers give estimates of supply, but

as issuance increases, we have noticed discrepancies in the information from the difference

sources. Upon further consideration, we concluded that improved visibility into potential

supply in the immediate and near term is a worthwhile endeavor.

To tackle this challenge, we have developed a tool that will provide a better idea of potential

supply. To caveat, this is not without its own challenges. The muni market is notorious for its

fragmented and less structured data. Often market participants are required to source this

information themselves, which in and of itself can be a challenge. We hope that this new

process will provide an additional perspective on the supply pipeline, and that this will help

guide better decision making.

Methodology

Our methodology involves analyzing different sources of structured and unstructured data. One
