In this latest update, HHS estimates that ~13% of HIX market enrollment as of

February 2026 represents improper or phantom members, which the current

administration remains focused on eliminating since the One Big Beautiful Bill Act

(OBBBA). Per the HHS assessment of the ~8.8 million members added to the HIX

market since 2019 (10.4 million in 2019 to 19.2 million in 2026), ~6.1 million of this

member growth reflects legitimate underlying coverage gains, while ~2.6 million of

these gains (~13% of February 2026 enrollment) remain potentially improper or
