New 5-Year Transportation Reauthorization Bill - Slightly

Higher Highway Spending Expected

●New Transportation Reauthorization Bill Introduced. On Sunday, House

Transportation & Infrastructure Committee Chair Sam Graves (R-MO) and

current highway bill (IIJA) expires on September 30.

●Highway Spending Set to Increase Modestly. The total dollar amount

proposed by BUILD America 250 was not released, but the newly proposed

bill is expected to be smaller than the $1.2T IIJA, which was broader in

scope. In contrast, BUILD America 250 is more focused on core infrastructure

renewal and maintenance projects, and core highway spending (most important

for aggregates) is expected to increase 8% to ~$294M over the 5 years

from 2027-2031 compared to the IIJA. Furthermore, total bridge spending

is expected to hit a record of over $50B. However, BUILD America 250

has less non-core transportation funding related to environmental programs,

discretionary grants, EV charging, and other projects. Hence, total core highway

funding growth is expected to decelerate after core highway spending in the

IIJA grew 23% from its predecessor bill.
