Different parties advocate different bridge instruments because each targets a distinct

constituency. As these bridges also serve as bargaining tools for legislative support, they

are difficult to substitute once on the table. The risk is that measures are layered,

pushing near‑term fiscal expansion beyond what would otherwise be required.

Current status and implementation reality

Although the food tax cut remains PM Takaichi’s signature pledge, which she has

described as her “long‑cherished wish,” political support has thinned since the start of

the year. Takaichi and Ishin remain committed, but parts of the LDP have softened and

the DPP has shifted toward cash handouts.
