House Financial Services Chair French Hill on Wednesday night released a revised bipartisan

housing package. The new bill preserves language benefiting manufactured housing. It also
includes the President's ban on institutional investors buying more single family homes though
it excludes built-for-rental single family homes. We expect the House to approve the bill next
week.
What Is Happening
House Financial Services Chair French Hill has a revised housing package.
Details in the 316-page bill include:
■Eliminates the permanent chassis requirement for manufactured housing.
■Boosts modular construction by directing regulators to ensure modular homes are eligible
for the same construction financing as traditionally built houses.
■Banking provisions include an expansion of the amount of reciprocal deposits a bank may
hold before they are deemed brokered deposits as well as provisions that would let the FDIC
sell a failed bank to a smaller bank even if selling it to a mega bank would be less costly to
the deposit insurance fund.
■This retains the Senate ban on institutional investors buying additional single-family homes
for rentals though it includes more exclusions including built-for-rental proprieties.
Our View
■We expect this will be offered next week under a special process that bars amendments and
provides for limited debate. That means it will need support from two-thirds of the House.
■The bill should clear that hurdle as we expect the backing of Rep.
