Beyond the vote: The swing vote matters
The minutes from BanRep's latest meeting are particularly revealing, as they
document the emergence of a majority in favor of pausing the hiking cycle. That
said, the discussion suggests the Board is more nuanced than a simple split between
those favoring a hold and those pushing for further tightening. In practice, three
groups appear to be at play: the minority that voted for a 50bp hike, a more
heterodox camp that has generally favored holding rates (and at times argued for
cuts), and a swing director who broke with the hawkish bloc this meeting.
That distinction matters for the outlook. The director who shifted to a hold left the
door open to further tightening if incoming data warrant it, suggesting the balance
on the Board remains fluid. Looking ahead, the composition of the Board will also
change, as incoming Finance Minister Gómez replaces Minister Ávila starting at
the next meeting.
The key development in the minutes was the reasoning offered by the swing
director. In this Board member’s view, a pause is warranted to gain greater clarity
on the effects of the 275bp of tightening delivered during the first half of the year.
The well-known lags in monetary transmission were emphasized, and pointed to
the sharp appreciation of the peso over the past two months as a factor that may
already be helping contain inflationary pressures. The Director also warned that
additional rate hikes could contribute to further peso appreciation by widening
interest rate differentials, potentially encouraging carry-trade flows and generating
exchange-rate dynamics that may ultimately prove unsustainable. However, this
was not presented as the end of the tightening cycle. The director explicitly noted
that the need for additional hikes should be reassessed in coming meetings as new
information becomes available and as inflation risks evolve. It is important to
