China and UN establish major global framework for autonomous-

driving regulation

The UN formally approved the world's first Global Technical Regulation (ADS GTR) for

autonomous driving systems, jointly developed by China, the EU and the US. The

framework establishes a common "safety case" approach rather than prescribing

specific technologies and is expected to become the foundation for future L3/L4

deployment standards globally. China is simultaneously accelerating implementation of

domestic standards and road-testing programs, while multiple OEMs including XPeng,

Avatr and Huawei-affiliated brands are expanding L3 testing activities.

German automakers suffer sharp China decline as local EV competition

intensifies

Volkswagen, Mercedes-Benz, BMW and Porsche reported steep China sales declines,

with second-quarter deliveries down roughly 30-41% and first-half volumes down more

than 20%. Competitive pressure from Chinese EV manufacturers, persistent industry

price competition and weaker consumer demand are eroding foreign OEM market

share. Volkswagen is responding through deeper partnerships with Chinese technology

companies, including expanded cooperation with XPeng, while also pursuing major

workforce reductions in Europe.

Global EV demand diverges sharply between Europe and the United

States

Benchmark Mineral Intelligence data showed global EV registrations growing 7% in

June to roughly 2 million units. Europe posted strong 31% growth and reached record

levels, while US registrations fell 13% after federal EV incentives ended. California
