Implications for LDOS & MMS

We hosted an expert call with Hector Del Pozo, Executive Director, Bridge Home

Health and Hospice on the VBA Medical Exams Program. Key takes: 1) Veterans

Benefits Administration (VBA) exam volumes remain elevated post-PACT Act,

but growth should normalize; 2) Vendor differentiation centers on provider

capacity, scheduling, quality, and network density; 3) RFP to focus on share,

pricing, and performance accountability w/ LDOS likely to remain a major player.

VBA Exam Workflow. The VBA medical exams process is a multi-step workflow beginning

with claim development, followed by intake, provider matching, scheduling, examination,

documentation, quality assurance, submission, and potential rework. The vendor receives the exam

request, determines what is required, matches the veteran to the appropriate provider by specialty

and geography, coordinates scheduling, and reviews documentation before the completed packet

is sent back.

LDOS Differentiates On Capacity, Technology, And Network. LDOS is one of four vendors on

the VBA program along w/ OptumServe, Loyal Source and VES. Del Pozo estimates LDOS and

OptumServe lead market share of exam volume around ~40% each w/ VES and Loyal Source

closer to ~10%. Del Pozo rated Leidos highest among the vendors used by his organization, citing

its ability to absorb workload, schedule more quickly, and support veteran satisfaction. He linked

that performance primarily to provider-network capacity, greater automation and a more robust

technology & Electronic Health Record system.
