Further clarification from the government and additional information will be
needed. If the remarks were intended to promote alternative investments, the
phrase "expanding domestic investment" may have been misleading.
• One reason markets appear to react so strongly to GPIF-related headlines is the
perception that GPIF is one of the few institutions capable of simultaneously
alleviating upward pressure on JGB yields and downward pressure on the JPY.
In addition, some market participants appear to believe that GPIF's current
allocation to risk assets is relatively high for a public pension fund.
• Assuming some form of meaningful policy change were eventually to occur,
potential areas of interest from a JGB market perspective include: (1) a review
of the Basic Portfolio, (2) changes to domestic bond benchmark indices, (3)
greater use of the permitted deviation ranges, and (4) increased flexibility in
internal portfolio management.
• Regardless of the implications of Minister Katayama's recent remarks,
discussions surrounding GPIF's asset allocation are likely to remain an
