German reform package/June PMIs - implications for Vinci/Eiffage
Last week, the German government approved a reform package comprising 34
measures focused on pension reform, income tax cuts, labour market flexibility and
reducing bureaucratic hurdles. UBS European Economists view the package as the most
significant structural reform initiative since the March 2025 fiscal package. [link].
Importantly, we see several potentially positive implications for Vinci Energies and
Eiffage Énergie Systèmes.
First, the government plans a dedicated distribution-grid package aimed at
accelerating network expansion, improving financing conditions and halving
delivery times for grid projects. The release explicitly identifies datacentres,
industrial facilities, renewable energy, storage and EV charging infrastructure as
key drivers of future electricity network investment, reinforcing the long-term
outlook for power infrastructure, substations, grid connections and electrical
engineering works. These are all areas where Vinci Energies and Eiffage Énergie
Systèmes have meaningful exposure.
Second, the coalition also proposes further streamlining of permitting, planning
approval and environmental review processes, measures that should help convert
Germany's sizeable infrastructure ambitions into actual construction activity more
rapidly. Since the March 2025 fiscal package, many of our investor conversations
have reflected doubts over the speed with which announced measures can
translate into order intake and revenue growth. We believe the latest reforms
directly address some of these concerns and therefore have the potential to
accelerate project conversion
