PSN has been gaining momentum in the PFAS market (including 3 awards in Q3:25), which previously
represented about $100MM in annual sales. PSN calculates its market opportunity as $40BB of the
total PFAS market of $200BB over 30 years, with annual market spend peaking at $3-4BB in the early
2030s. PSN won a $1.5BB IDIQ in Q1:25 to support the Air Force Civil Engineering Center (AFCEC)
to help address PFAS contamination, with a 5-year base and five 1-year options. PSN competes with
companies such as AECOM, Clean Harbors, Jacobs, and Montrose but differentiates on its seven
patented technologies which enable PFAS removal without needing an incinerator.
Within Critical Infrastructure, Environmental Remediation accounts for 17% of the segment. The IIJA
allocated $55BB in funding over five years (set to expire at end of GFY26) for water & wastewater
treatment. The Environmental Protection Agency has been allocating these funds annually through
state revolving fund programs since FY22.

infrastructure business generated $1.16BB of revenue (18% of total) in 2025, up 10% with 3% growth in
