• Labor reform (6x1 → 5x2 schedule and 44h → 40h). The labor agenda was

framed as economy-wide, with multiple association “pools” urging the

government to delay decisions, and a disproportionate impact expected for

retailers and hospitals. ABVTEX’s stance shared in the session was that the 6x1

topic should be voted only after elections, and that the proposed transition from

44 hours to 40 hours is too compressed (~60 days), increasing execution risk.

Estimated labor cost impact was mentioned in the 10–20% range, with smaller

retailers more exposed, while also noting some companies already operate

under 5x2 schedules, which may reduce marginal disruption for parts of the

market.

• Industry informality rate should remain elevated. Informality is now

estimated at ~36% of the market and trending higher due to (1) the increased

tax burden on formal market; (2) uncertainty on labour regulatory framework;

and (3) on a high interest rate and compressed consumer demand scenario. This

creates a tougher competitive environment in Brazil and was positioned as a

core ABVTEX priority, with the association focusing on reducing informality

as a key structural challenge for the sector.
