Push and pull: France, RN, and the challenges of political change - Part 2: The policy agenda

5 July 2026

Focus Europe

Part 2. The policy agenda and its institutional,

economic and market constraints

Q6. RN's evolving platform: What is the stated position on

pensions, immigration, regulation, fiscal policy, and Europe?

Short answer: An analysis of the RN's platform reveals a clear pattern: significant

shifts on Europe and pensions designed to broaden its electoral appeal, combined

with deep continuity on core issues like immigration. The platform contains a

structural tension between a narrative favouring deregulation and a more

dominant protectionist agenda, creating ambiguity on its ultimate economic

orientation. Taken together, these shifts do not amount to a uniform move towards

moderation: RN has moved from a relatively coherent platform of change towards

a broader, more electorally adaptable, but also less internally consistent governing

proposition.

An analysis of RN's election platform over the last two decades (2007, 2012,

2017, 2022 and 2024) reveals a clear pattern of strategic adaptation in some

areas and deep continuity in others (see Table x for a detailed description).

Europe – Largest shift. The party has abandoned earlier calls for withdrawal from

the EU and the euro ("Frexit"). The nature of the European risk has therefore

changed: the probability of formal withdrawal has receded, while the potential for

obstruction, selective renegotiation and attempts to repatriate powers has

increased.

The modern platform is now focused on altering the EU's structure from within,

shifting the strategy from exit to internal opposition. Key objectives include

reducing France's net budget contribution and challenging the primacy of EU law

over national legislation.
