CMS Recalculates Star Ratings For Some- Benign Impact for Public MCOs but Analyst
Suggests Stars Declines if Metrics Removed aj.rice@ubs.com
On June 17, after the market close, CMS released a memo indicating it would voluntarily +1-212-713 4299
recalculate the 2027 Star ratings following the Clover Insurance company v Department Jonathan Yong
of Health & Human Services decision. As was similar to prior iterations where Stars were Analyst
recalculated, there is a hold harmless provision in the recalculation. That is, if a Star jonathan.yong@ubs.com
rating were to decline, the contract will not see its Stars rating updated. We recalculated +1-212-713 6268
the Star ratings for the publicly traded MCOs by removing the Part C and D metrics CMS Michael Wei
outlined and compared it against our original calculations. Broadly, there are few Associate Analyst
contracts that see score improvements within our analysis and only a handful of michael.wei@ubs.com
contracts that would actually see an actual Stars improvement. See Figure 1UNH,HUM,ELV,CNC,MOH,ALHC and Figure 2CLOV +1-212-713 2565
andCVS. Interestingly, under this specific construct of metrics removed, Clover actually does not James Kurek
improve to the 4.5 Star rating they were awarded. Collectively, at face value, the Analyst
recalculation is likely not a meaningful driver for the publicly traded companies (other james.kurek@ubs.com
than CLOV).
