Congress Has A Deal In Place For Bi-partisan

Housing Bill

With the House & Senate reaching a deal—and the Senate adopting the House's

language—the BTR market is preserved, and Politico reports passage could

come in the coming weeks. The bipartisan housing bill would lower regulatory

costs, boost new construction incentives, and drive zoning reform—a net

positive for our coverage, particularly SKY.

Housing bill should be passed in coming weeks. On June 16th, the Senate and House reached

a deal on the 21st Century ROAD to Housing Act, with the Senate final passage expected this

week, and House passage expected the week of June 23, which realistically puts it on President

Trump's desk by late June or early July. Encouragingly, the final bill adopts the House's version

of the restriction on large institutional investors buying single-family homes, rather than the

broader Senate language that would have adversely impacted Built-to-Rent (BTR) development.

This bipartisan housing bill is the largest in decades, aimed at improving affordability by increasing

housing supply, reducing regulatory costs, and streamlining development.

Bill addresses affordability and zoning. To address affordability and financing unlock, the bill

raises bank Public Welfare Investment (PWI) cap from 15% to 20%, which could unlock billions for

Low-Income Housing Tax Credit, expands FHA multifamily loan limits, and adds new construction

as eligible Community Development Block Grant (CDBG) activity. HUD will issue voluntary zoning

best practices and single-stair reform guidelines to enable denser, lower-cost mid-rise multifamily

construction.
