Earlier today, Prime Minister Andy Burnham announced a 20% reduction in

business rates for pubs, social clubs and live music venues in England, effective +44-207-541-6172

from April 2027. The measure is expected to benefit nearly 32,000 venues and

reduce the annual tax burden of the average pub by ~£1,100. The policy is intended

to support high street businesses and community venues, with funding sourced

through a review of reliefs granted to certain sectors, including vape retailers, and

enhanced tax compliance measures targeting online marketplace sellers.

For pub operators, the initiative provides a modest but tangible offset to ongoing

labour, utility and broader operating cost inflation, supporting margins, free cash

flow generation and reinvestment capacity across the sector. While unlikely to

materially alter earnings trajectories in isolation, the measure represents a further

supportive policy development for an industry that continues to contend with

elevated cost pressures.

Given Stonegate's annual business rates expense of ~£30 million, we estimate that

the relief could generate ~£6 million of annualised EBITDA upside, assuming the

benefit is fully retained within the cost base. While modest in the context of group

earnings, the measure provides an incremental tailwind to margin expansion, cash

flow generation and deleveraging capacity.

Importantly, the relief should also benefit Stonegate's leased and tenanted estate

by reducing occupancy costs and improving pub-level profitability for publicans.
