period headwinds going forward. They explained that the core 2026 driver was

unfavorable member acuity mix, not product design, formularies, or geography. The

~280K in retained enrollment skews toward high-cost drug therapies (HIV, oncology),

generating medical expense without commensurate HCC-driven risk adjustment (MOH

still expects attrition to ~250K enrollment by 4Q26).

• Taking a step back, MOH's framing has shifted to emphasizing the need to see a

stable risk pool in Marketplace; this leads us to expect minimal contributions from

this book going forward. Management expects Marketplace to concentrate in about six

states (implying MOH will exit 7-8 states from the previous 13–14 state footprint),

pricing again to reduce exposure until the risk pool stabilizes. We expect this book to

contract to sub $2B in premiums based on management commentary, meaning even at

MSD% target margins, this book contributes <$2.00 of adj. EPS, or <10% of MOH’s

$25.00 2029 adj. EPS target. While we appreciate the magnitude of the downward

revision to the product, which has impacted investor sentiment, we are skeptical that

going forward this will meaningfully drive improvement for MOH’s embedded earnings

recovery story in the coming years. At the same time, with the ACA Exchange potentially

contracting in 2027, risk pool stability remains a point to watch for whether MOH can

return to Marketplace growth in 2028 or whether that will wait until 2029.

• Medicaid trend ticked up slightly versus 1Q, although management expects trends

to be stable from here.
