were not informed about the conditions for using the properties. Per the report, the
cases generally involve studios sold to buyers with income above the limit imposed
by legislation and who intended to use the properties for short-term rentals, which
were prohibited by City Hall in 2025. First-instance rulings in favor of consumers
have already been recorded, even when buyers signed a consent form
acknowledging that the unit was classified as HIS/HMP. For developers, in case of an
unfavorable decision, they are obliged to return the amount paid by the buyers,
sometimes with an additional fine, and keep the unit in inventory. Lastly, the news
notes that it will become increasingly difficult for consumers to claim lack of
knowledge about what a HIS/HMP unit represents, given the public discussions on

Salvador leads home price appreciation among capitals in June
According to FipeZap, Salvador leads the ranking of residential property
appreciation among Brazilian capitals, with asking prices increasing +12.4% LTM
through June, more than double the national average of +5.6%, followed by
Fortaleza (+10.8%) and Vitória (+10.2%).
