In Chiba Prefecture, large-scale infrastructure development is underway with the +81-3-5208 6245

expansion of Narita International Airport and the extension of the Ken-O Expressway,

trend is the government's Policy Package for Regional Future Strategy (link, Japanese

only). Under a framework that creates industrial clusters led by prefectural governments

based on large-scale investments across the 17 strategic areas of the government’s

growth strategy, Chiba Prefecture has formulated a Regional Industrial Cluster Plan

comprising five fields including aerospace (draft plan: investment of ¥1trn). Our

impression from the interviews is that Chiba Prefecture's growth is not being driven by a

single project but by a structure in which individual opportunities across five growth

areas are expanding in multiple stages through an interaction of national policy and

prefectural planning.

At Chiba Bank, we observed more concrete evidence on the ground. Capital investment

by logistics companies, vehicle investment by transport operators and demand for

company housing and dormitories for airport personnel are already moving ahead as

actual projects.
