US Rates Strategy: Top 10 Insights from Crane's Money Fund Symposium

IdeaMInvestor implications

A lower-rate regime may slow inflows, but it does not necessarily reverse them.

Structural demand drivers—liquidity preference, demographic cash needs, elevated

corporate cash, uncertainty, and the operational convenience of MMFs—remain intact.

High-single-digit AUM growth is anticipated, if rates stay positive in real or perceived-risk-

adjusted terms and liquidity uncertainty persists.

3. Treasury Central Clearing

The SEC’s Treasury clearing rule mandates central clearing on additional cash Treasury

and repo transactions, with extended compliance dates of December 31, 2026 for eligible

cash-market transactions and June 30, 2027 for eligible repo transactions.

• Panelists agreed that central clearing benefits outweigh costs.

Investor implications

Central clearing should make the Treasury and repo markets safer and more balance-

sheet-efficient, but the transition will create implementation costs, margin demands,

operational work, and basis risks.

A more centrally cleared repo market likely narrows bid-offer spreads via reduced dealer

bargaining power, but the overall effect on the market is positive, not disruptive.

4. Stablecoins

Stablecoins are a form of tokenized cash and have a market capitalization of ~$300bn.

They are becoming more relevant to money-market investors because their reserves can

create demand for Treasury bills, repo, bank deposits, and other short-duration assets.

• GENIUS Act: Enacted July 2025, establishing a federal framework for payment-

stablecoin activity; limits U.S. issuance to permitted stablecoin issuers.

• CLARITY Act: Is an effort to draw clearer jurisdictional lines between the SEC and

CFTC for digital assets.
