Last week, the House and Senate released the text of the 21st Century ROAD to (636) 338-1465

Housing Act, consisting of 59 provisions outlined over 381 pages. Both the House

and Senate have passed the bill with final approval from the House expected this

week. We attempt to boil down the extensive bill text to something manageable

while also providing commentary around the more important bill provisions. We

remind investors we outlined 12 potential government housing intervention actions

and outcomes back in early January. Unfortunately, we do not view the Housing

Act as a meaningful catalyst for the new home market or public homebuilder

equities, although the elimination of the 7-year disposal rule for large investors is

an important and positive development.

The Act is largely supply-oriented with the potential near-term demand catalysts

highlighted in our early January report absent from the Act. The bill also does

not include any updates to assumable and portable mortgages or changes to the

treatment of primary residence capital gains, although we note there are multiple

other bills (Nest Egg Protection Act, More Homes on the Market Act) aimed at

raising capital gains tax limits.
