What to expect this week:

■The Senate on Monday should pass the housing bill with the House following suit on
Wednesday. It benefits manufactured housing while protecting built-for-rental housing.
■Federal Reserve on Wednesday releases the annual stress test for big bank financial health.
■House Financial Services on Wednesday holds a hearing on the future of payments.
We expect Congress this week to enact the 21st Century Road to Housing Act.
The bill:
■Eliminates the permanent chassis requirement for manufactured housing.
■Establishes HUD as the primary regulator of modular housing.
■Requires FHA to assess barriers to FHA-backed loans for modular housing.
■Bars institutional investors -- defined as those owning more than 350 single-family rental
units -- from buying more single-family rentals.
■Protects built-to-rent by exempting single-family houses built as rentals from the investor
restrictions.
■Creates a HUD program for mortgages of less than $100,000.
■Reduces zoning barriers at the federal level to home construction.
■Expands the amount of reciprocal deposits a bank may possess without them being
deemed brokered. A bank may have reciprocal deposits equal to 50% of total liabilities for
the first $1 billion of total liabilities. That ratio drops to 40% for the next $9 billion of total
liabilities and 30% for total liabilities of between $10 billion and $96.33 billion.
