Power: Shaanxi promotes green power direct connection
According to BJX.com on 17 June, the Shaanxi provincial NDRC recently issued a notice
to further promote green power direct-connection projects, expanding eligible
participation on both the load and power generation sides.
The policy supports new and existing industrial loads, export-oriented enterprises with
decarbonization needs, industrial parks, and zero-carbon parks to directly connect with
nearby renewable energy sources through single-user or multi-user models. It also allows
new, under-construction, and certain existing renewable energy projects - including
those facing grid connection or curtailment issues - to participate after completing the
required procedures, while encouraging pilot applications for grid-connected renewable
projects.
The notice emphasizes improving local renewable energy consumption through energy
storage, flexible load management, and multi-energy integration, and permits cross-
regional green power direct-connection projects under coordinated arrangements.
Projects must follow a “load-determined supply” principle, maintain minimum self-
consumption ratios, and limit electricity exported to the public grid to reduce system
pressure. Self-generation proportion should be >60% of total power generation and self-
consumption proportion should be >30% of total power consumption. Each project is
required to establish an independent responsible entity to oversee investment,
operation, infrastructure, and market participation, while ensuring generation and load
construction schedules remain aligned.
