According to Agencia iNFRA’s broadcast, the vote on MP 1,343/2026, known as the Analyst

Freight MP, was postponed after a stalemate between the government and andressa.varotto@ubs.com

committee meeting scheduled to review the report was cancelled, with Rafael Simonetti

government representatives arguing that the draft included topics unrelated to the Associate Analyst

issuance for operations registered below the regulated minimum value. The MP

expires by July 16th if not approved by Congress. The preliminary report had

introduced changes aimed at reducing resistance from business groups, including

lowering fines for repeat offenders from R$1m–R$10m to R$100k–R$1m, and

adjusting recurrence criteria and precautionary measures. However, the draft

maintained the CIOT-blocking mechanism and original fines, which the rapporteur

said would not be negotiated. As a reminder, both prominent truck driver workers

association leaders and Congressperson Ze Trovao have claimed that a truck drivers
