India Economics Weekly: Special report: Sovereign Ratings vs. Reality: India’s Case for a Higher Rating

nt capacity,” while "BBB" category ratings correspond to “adequate

payment capacity” with higher vulnerability to shocks. India’s underlying

macroeconomic characteristics—its large and diversified economy, predominantly

domestic debt structure, deep and evolving financial markets, and relatively limited

external vulnerability—suggest a level of resilience that is closer to the “strong

payment capacity” category. While elevated fiscal deficits remain a constraint, the

broader credit fundamentals indicate that India’s current placement at the lower

end of the BBB range may understate its true credit strength.

The medium-term outlook further reinforces this assessment. India’s

macroeconomic fundamentals remain robust, characterized by sustained growth

outperformance, anchored inflation, positive real interest rates, and a sound

financial system. Debt sustainability analysis indicates that public debt is likely to

follow a declining trajectory, supported by a favorable growth-interest rate

differential. Under reasonable macroeconomic assumptions—namely nominal

GDP growth of around 10.5-11% —India’s debt-to-GDP ratio could fall to

approximately 75% by FY31, broadly consistent with IMF projections (see, "Staff

Report for the 2025 Article IV Consultation for India", Nov 2025).

In conclusion, India’s sovereign credit profile reflects a combination of improving

fiscal dynamics, strong growth prospects, and a resilient debt structure. While

short-term fiscal deficits remain relatively high, medium-term consolidation, stable

debt dynamics, and structural strengths suggest a stronger underlying credit

position than implied by current ratings.
