Tier 1 Supply Base Supports Certification and Production. Otto chose to partner with established

suppliers rather than vertically integrate everything early, viewing Tier 1 participation as validation and

a source of supply chain surety. Announced / referenced partners include Leonardo for the fuselage,

Sonaca for the wing, Williams for the engine, Mecaer for landing gear, HON, Garmin, Hummingbird for

secondary controls, and Re:Build for movable surfaces. Mgmt noted the company has full industrial

supply base coverage across aircraft systems, is coming through PDR, and is moving toward next-

stage contracts for Flight Test Vehicle 1 and longer-term production.

Jacksonville and Certification Milestones Frame the Ramp. Otto selected Cecil Airport in Jacksonville

following a broad site search, citing airport infrastructure, cost / incentives, mission fit, and talent

availability. The site offers a 12,500-foot runway, an existing hangar for flight test and certification

work, room for a phased campus including final assembly integration and test, MRO, post-production

test / certification, and eventual headquarters, and a large veteran talent base. Mgmt also highlighted

lower certification risk vs. eVTOLs, with G-1 certification basis approval received in under six months,

G-2 means of compliance expected shortly thereafter, Flight Test Vehicle 1 targeted for 2027, FAA-

conforming aircraft in 2028-2030, and EIS targeted for late 2030.

Readthrough to Business Jet, Components, and UAS Coverage. Otto’s Phantom 3500 is a

competitive readthrough for incumbent business jet OEMs, including TXT and broader business
