Spain - Challenges EU cybersecurity vendor rules
Spain opposes the EU Cybersecurity Act proposal that would centralize the designation of high-
risk telecom vendors and effectively ban Chinese suppliers like Huawei and ZTE. It argues that
national governments should retain control over such decisions due to national security
implications. While much of Europe has already imposed restrictions, Spain has not taken
similar action. This position aligns with major European telcos, which also favour country-level
decisions given the significant cost and complexity of replacing existing Chinese equipment

Movistar - Targets Digi customers with low-cost mobile offer
Movistar Spain has launched a sharply discounted mobile plan aimed specifically at
encouraging customers of rival Digi Spain to switch networks. The Tarifa Movil Ilimitada plan,
which usually costs EUR 35 per month, is being offered to Digi subscribers for just EUR 5 per
month for the first 12 months. The plan includes unlimited data at 5G+ speeds, unlimited
national calls and up to 61 GB of roaming data per month. Whilst rationality has prevailed at the
higher end of the market where Telefonica is dominant, competition remains intense in the low

Satellites - FCC grants Amazon Kuiper launch flexibility, Wizz Air to introduce Starlink
inflight connectivity
The FCC has granted Amazon’s Kuiper (LEO) satellite project a limited waiver, removing the
requirement to deploy 50% of its constellation by July 2026 due to launch constraints. However,
