Legislation to Curb Chinese Biotech Industry Investment
On June 2, Chairman John Moolenaar (R-MI) and Congresswomen Debbie Dingell (D-MI)
introduced the Biotech Investment National Security Act (BINSA) that will impose
additional review requirements under the Comprehensive Outbound Investment National
Security (COINS) Act. The additional requirements would apply to biotechnology,
pharmaceutical development, biologics manufacturing, and clinical research and
development. The bill calls for adding biotechnology to the list of sectors subject to
outbound investment screening, and makes U.S. pharmaceutical licensing deals, joint
ventures, and equity investments with Chinese covered foreign entities subject to Treasury
Department review. The bill also covers licensing deals involving technology and
intellectual property. The bill requires the Secretary of Defense to assess within 60 days
whether US capital flow into Chinese biotechnology negatively impacts national security.
2026 Medicare Trustees Report to Be Released this Week
We expect that the Medicare Trustees will release their annual report this week, including
an updated estimate for Medicare insolvency.
