6x1 Schedule Reform Advances, Raising Labor-Cost and Staffing Risks for

Healthcare Services (reads to RDOR, FLRY, HAPV)

The relator of Brazil’s PEC to end the 6x1 work schedule, Congressman Léo Prates,

presented a revised opinion proposing a reduction in the constitutional weekly work

limit from 44h to 40h, with no salary reduction, and implementation in stages: the

6x1 schedule would end 60 days after promulgation, with at least two paid weekly

rest days, while the weekly cap would fall first to 42h and then to 40h over a

transition period of up to 14 months. The vote in the special committee was

postponed by a request for more time to review the text, with expectations for

committee voting on May 27 and potential plenary review on May 28; the bill would

still need Senate approval.

For personnel-intensive healthcare services, the most relevant angle is that

hospitals, emergency care, labs and imaging centers operate on continuous or

near-continuous schedules and rely heavily on shift organization, weekend

coverage and qualified staff availability. The diagnostic medicine debate is

particularly sensitive because, according to the JOTA article, ~70% of clinical

decisions depend on exams, meaning disruptions in lab or imaging schedules

could affect treatment initiation, discharge timing and patient-flow

efficiency.
