restricting outbound travel for top AI professionals and talent in private firms, requiring them
to get approval from relevant authorities before embarking on overseas travel. The AI
professionals, include startup founders, researchers, and executives, with individuals added
to the list based on an assessments of their critical importance to the country.

launch of crackdown: According to Bloomberg, Chinese investors are considering alternative
