While the Plan indicates stringent regulatory oversight over FX control, capital outflow

and illegal cross-border trading, we do not see elevated risks to the MCV insurance

business at this stage. First, the Plan implies ‘physical presence’ as a key determinant of

legitimacy. In the case of Futu, existing Mainland Chinese clients (MCCs) are permitted

to fund accounts or trade overseas securities, provided they are physically outside

mainland China (e.g. travelling to HK to execute trades). By contrast, transactions

conducted while physically onshore would be deemed illegal. For insurance, MCVs are,

in practice, required to be physically present in HK to complete purchases, which is
