exports have fallen about 12%, per capita exports have plateaued, and the country’s global trade
share has declined alongside weak productivity growth, leaving Canada among the slowest-growing
advanced economies. Deloitte argues Canada’s trade performance has depended more on favourable
conditions, such as exchange rates and access to U.S. demand, than on competitiveness and firm-
level efficiency. Companies focused mainly on North America were least prepared for rapid rule
changes, while globally active firms had more flexible supply chains. Years of optimizing for cost
efficiency reduced resilience, leaving little capacity or inventory to absorb disruptions, and even firms
compliant with CUSMA often lacked proper paperwork. In response, businesses are reassessing
supply chains, increasing U.S. production, using contract manufacturers, and reconsidering Canada
as a manufacturing base. About 70% of surveyed firms view Canada as attractive for investment.
Deloitte concludes that companies able to adapt quickly will fare best, but Canada still faces a broader
execution challenge in turning trade ambitions into results.

as the world’s most attractive market for infrastructure investment, according to a poll by the
Global Infrastructure Investor Association. The survey credits a series of recent announcements by
