strategic decision to manage, rather than liquidate, the legacy RMBS exposure

proved to be a continuous value driver, and as late as Q3 2025 the company was

still realizing net economic benefits from that same book of business, recording a

$38 million net economic benefit from RMBS loss development in the third quarter

of 2025 alone.

The Puerto Rico cycle is the more instructive analog for Brightline, as it

represented a prolonged, high-profile credit stress on a large exposure rather than

a single-event shock. During the peak of Puerto Rico uncertainty, AGO traded at a

substantial discount to adjusted book value, reflecting prolonged uncertainty

around ultimate loss outcomes despite a strong capital position and relatively

limited below-investment-grade exposure. The ultimate resolution further

underscores this point. Since 2016, Assured Guaranty has paid billions of dollars in

net claims on Puerto Rico exposures, but has recouped a significant portion

through negotiated settlements involving cash, new bonds, and contingent value

instruments. As these settlements were reached and uncertainty resolved, the

stock re-rated meaningfully, reflecting improved visibility on ultimate losses and

capital recovery.

The municipal bankruptcy comparables reinforce the same lesson. In each case —

Stockton, Jefferson County, Detroit — the initial market reaction assumed

bondholder haircuts that bond insurers ultimately did not absorb. Detroit

ultimately settled with unlimited tax general obligation bondholders at 74 cents

on the dollar — dramatically better than the 10-15% initially proposed by the

emergency manager — and insurers including AGO paid bondholders 100 cents

on the dollar throughout.
