On June 14, Switzerland will vote in a national referendum on the so-called “10 million

initiative”: a proposal put forward by the right-wing Swiss People’s Party (SVP) to cap the

country’s population at 10 million until 2050 (see our full write-up here). The initiative

would amend the Swiss Federal Constitution to enshrine this limit and stipulate that if

the threshold is exceeded, Switzerland would be required to terminate any international

agreements that contribute to population growth. This would include the Agreement on

the Free Movement of Persons with the European Union, with potentially far-reaching

implications for the broader set of bilateral agreements underpinning Switzerland’s

access to the EU market.

Current projections suggest that the 10 million threshold could be reached around 2040

(with the population currently at 9.12 million), implying that implementation may still be

some years away. However, outcomes vary significantly across scenarios, with some

pointing to an earlier breach and others to the cap never being reached. The polls are

very close: a poll mid-April showed a 52% approval rate (up from 45% in March) and a

poll early May showed a deadlock: 47% for and 47% against (the rest being

undecided). Although parliament has overwhelmingly recommended rejecting the

proposal, this position is non-binding; the outcome will ultimately be determined by the

popular vote.
