Key downside risks
1. Regulatory timing risk
Advances in technology and supply chains may outpace regulatory easing. If approvals lag
expectations or tighten temporarily following safety incidents, stock volatility could increase.
That said, while regulatory paths may fluctuate, we believe the strategic direction remains
towards normalisation and institutionalisation of robotaxi operations.
2. Competitive structure risk
The structural risk to pure-play robotaxi operators is not marginal technical
underperformance, but the entry of L3-scalers (OEMs and Tier-1 suppliers) with
manufacturing scale and capital advantages. Their participation could compress the time
window for standalone operators to establish density and operational moats. Additionally, if
WeRide allocates disproportionate resources to overseas expansion while falling behind in
domestic fleet scaling, its competitive position in China could weaken.
3. Overseas policy and execution risk
Overseas markets, particularly the Middle East, carry higher policy and operational
uncertainty. Although markets such as Abu Dhabi are making rapid progress in licensing
robotaxis, if the pace is slower than expected due to regional political instability, WeRide’s
overseas first-mover advantage could erode.
