2. Second Order Effects: Headline Risk vs. Fundamental Risk
The current environment elevates the risk of temporary multiple compression
driven by political signalling rather than by changes in cash flow expectations. We
see scope for short term dislocations around key regulatory milestones, as capital
retreats reflexively from names associated with policy controversy. That said, such
dislocations should not be conflated with structural deterioration. In our view, the
persistence of Eneva's valuation depends more on its role in solving the system's
capacity problem than on perfect regulatory sequencing in any single auction.
3. Regulation: Selective Adjustment Is More Likely Than Systemic Reversal
From a regulatory perspective, a blanket suspension of LRCAP outcomes would
conflict directly with ONS flagged supply risks. The more plausible path, should
intervention occur, is selective calibration — filtering out non credible capacity,
reinforcing execution criteria, and potentially changing price parameters, though
this would still be a very sensible topic. This distinction, however, is critical.
Selective recalibration could change project level returns; systemic reversal would
complicate even further the sector's investment framework. All available signals
point toward the former.
Implications for Investors
For investors, the opportunity set lies in distinguishing headline volatility from cash
flow impairment. Vertically integrated platforms with fuel optionality and
infrastructure leverage are structurally better positioned to absorb regulatory
friction. In our view, Eneva offers the strategic scarcity value of firm, flexible
