CITI'S TAKE

On 28 July, the US Federal Communications Commission (FCC) added

foreign-produced advanced robotic devices to its Covered List, blocking

new models from the equipment authorization required for US import or Vincent YoungAC

sale, and robot vacuums fall within the definition. Already-authorized +852-2501-2738

launches already secured certification ahead of the order, leading to our Xiaopo Wei, CFA

intact 26E earnings forecasts. However, we expect US category growth to +852-2501-2472

Roborock carries the larger US exposure (albeit with low NPM currently).

Ecovacs is less exposed. We keep Ecovacs (Buy) over Roborock (Neutral).

What happened — The order bars new foreign-produced advanced robotic devices,

defined as self-navigating ground robots over 4.4lbs with environmental sensing

and network connectivity, from FCC equipment authorization. On our reading, robot

vacuums and robot lawn mowers are captured, while pool cleaning robots and

window-cleaning robots likely fall outside scope. Already-authorized models are

unaffected. The restriction applies to devices produced in any foreign country

regardless of producer nationality. The exemption requires a Department of War
