remainder can be obtained through municipal grant. Meanwhile, the beachfront

will remain without height limits, allowing developers to build larger projects upon

grants payment. Additionally, the plan seeks to increase the city’s hotel supply and

improve the economic viability of mixed-use developments combining residential

and hotel units. These projects will now be permitted on plots larger than 2.5 th.
