We hosted an expert call with former US Secretary of the Air Force, the

Honorable Deborah Lee James. Key takes: 1) Defense spending remains on a

higher trajectory driven by China and munitions replenishment; 2) Execution,

production capacity, and industrial scaling are key differentiators; and 3)

Munitions, ISR, autonomy, and space remain central priorities.

Defense Spending On A Higher Trajectory. James believes the U.S. has entered a sustained period

of elevated defense spending driven primarily by strategic competition with China, replenishment

of munitions inventories, and efforts to rebuild industrial capacity. While reconciliation and

supplemental funding remain uncertain, the base budget remains the most durable funding source

and pointed to broad bipartisan support for higher defense spending levels over the next several

years. For FY27, she expects defense funding to remain above the $1.15TT, but likely below the

full potential package of $1.5TT, with only one of either reconciliation ($350BB) or a supplemental

(~$100BB) likely to pass. She also emphasized that base budget dollars are more valuable for

planning because they can be incorporated into the 5-year defense program, while CRs and one-

time injections create instability even when ultimately additive.

Execution Matters As Much As Money. With focus often on top-line budget growth, execution

remains the key differentiator, including multi-year procurement authorities, production-rate

increases, industrial base expansion, supplier readiness, and workforce growth.
